Winfield Facility Release Outcomes
Winfield Correctional Facility is a Kansas Department of Corrections state prison. Leaving this building does not always mean leaving legal custody. Winfield Anticipated Release Dates
KDOC calls the public KASPER field “Anticipated release date.” It should not be relabeled as a guaranteed exit. Good-time and program credits can be earned, withheld, or forfeited. Sentence correction, jail-credit changes, new cases, consecutive terms, disciplinary action, revocation, court orders, or detainers can also affect what happens near the date.
Kansas has more than one release structure. Guideline crimes committed on or after July 1, 1993 generally use determinate prison terms followed by postrelease supervision. K.S.A. 21-6821 supplies the good-time framework. The common 85-percent shorthand is not universal because specified lower-severity cases can have different maximum credit rules, and some eligible residents can earn program credit. A public calculation from sentence length alone is unsafe.
Older indeterminate cases use parole eligibility and conditional-release rules. Eligibility means the Prisoner Review Board can consider release; it is not an order. For determinate cases, the Board reviews plans and sets conditions but may not advance or delay the computed date under K.S.A. 22-3717. Confirm the current KASPER status after the anticipated date instead of assuming the person left WCF for the community.
Two Cowley Release Systems
Cowley County contains both Winfield Correctional Facility and Cowley County Jail. This local pairing creates two distinct meanings for “released in Cowley County.” The jail is operated by the sheriff and uses a current PDF roster, Kansas VINE, a sheriff release record, and court files. WCF is run by KDOC and uses KASPER, Sentence Computation, supervision records, and discharge documents.
The county jail's replacement opened in 2008 and was completed in 2009 with 220 beds, replacing a 38-capacity jail. Those facts describe the sheriff facility, not WCF. Conversely, WCF's presence within county lines does not make its sentenced residents county inmates. A state-prison movement must not be searched as though it were a sheriff booking.
A person transferred from the county jail to WCF has left the jail building but remains in custody. A WCF resident transferred to another KDOC prison has left Winfield but remains incarcerated. Only the record's actual status and movement can distinguish those events from parole, postrelease supervision, conditional release, or sentence discharge.
Winfield Supervision and Discharge
Parole, conditional release, and postrelease supervision all permit community presence while KDOC control continues. Parole applies to release authorized in an eligible indeterminate framework. Conditional release is a distinct mandatory old-law point when its rules are met. Postrelease supervision follows the prison portion of many determinate guideline sentences. None is the same as final discharge.
A violation can produce a warrant and revocation process, so a past released status may coexist with a later inmate status. Search as of a stated date. At the end of qualifying supervision, Kansas law provides for a final order or certificate of discharge. That document is stronger evidence that the correctional obligation ended than an old anticipated date or a snapshot taken while parole was active.
KASPER's Community Corrections data limitation should not be confused with KDOC parole. Events after April 21, 2021 may be absent for local Community Corrections during modernization. That issue calls for the local Cowley office in a probation case, but it does not turn local probation into a WCF release record.
Winfield Release Search Limits
Kansas VINE is a county-jail notification service and does not include people housed in KDOC state prisons. It is therefore not the correct tool for a WCF prison release. KASPER and KDOC victim-notification channels apply instead. Likewise, the Cowley sheriff PDF cannot confirm WCF custody merely because both facilities are in Winfield.
A no-result in KASPER is not automatic proof that a person was released or never entered state custody. Names can be removed after reversal, expungement, or executive clemency, and interstate-compact residents sent to Kansas are a stated omission. Search spelling and identifiers carefully, then contact KDOC when the public repository cannot resolve a known state case.
Wichita Work Release is associated with WCF on the KDOC page but is located in Wichita. It is outside Cowley County and is not a separate local detention facility. Movement there should be treated according to KDOC records, not as a Cowley community release.
Note the date of each KASPER check. A working-day update can lag a real movement, and later status may change the meaning of an older result.
