VINE is not a full Cowley County inmate database. It does not supply an official 24-hour or 72-hour release list. The live VINELink result still determines whether a specific Cowley record is present.

The Kansas Attorney General’s VINE page supplies the critical limit: county jails are covered, but KDOC prison residents are excluded. That distinction prevents a missing VINE result for a Winfield Correctional Facility resident from being misread as release.

The county also links OffenderWatch, but that is a registry search for people with a legal registration duty. NCIC is used for jail visitation and messaging. After a Cowley VINE Alert

Write down the event wording, reporting agency, and time. If the notice says transfer, identify the receiving custodian before assuming the person entered the community.
