Cowley County Release Records

Words matter. Bond means the person may await the case outside jail. Time served means the custodial part ordered by the court has been met. Probation is court-ordered community supervision. Parole and postrelease supervision follow some prison terms. Discharge means the correctional obligation ended. Transfer means custody continued with another jail, KDOC, the U.S. Marshals Service, or immigration authorities. A roster disappearance alone cannot tell these outcomes apart.

A death ends a custody episode but must not be called a community release. Likewise, a transfer from Winfield Correctional Facility to another KDOC site is movement between institutions, not release from the state sentence.
Cowley Release Record Fields
A focused request should name the existing booking and release record rather than ask the sheriff to create a report. Not every field will exist or be open. Still, a clear field list helps the custodian locate the event and makes the answer more useful.

Cowley's public offense-list PDF confirms only booking number, name, name number, statute, offense description, court code, offense code, and class. It omits admission and release times, release reason, bond status, and photographs. Several charge rows can belong to one person, so row counts are not person counts.
Does Bond Confirm Cowley Release?
No. Cowley County publishes an approved bonding-company contact list, but the reviewed county sources did not provide a public local bond schedule. A listed company can help carry out a court-authorized bond. The company list does not show that money was accepted, paperwork cleared, or the person left the jail.
Confirm bond-out through the executed Cowley County release record and the related court file. Another case, warrant, detainer, or receiving agency can prevent a community exit even after one bond is posted. Bond also does not mean dismissal, acquittal, or sentence completion. It means the case may proceed while the person is outside that jail, subject to the court's terms.

The sheriff's main numbers are 620-221-5444 and 620-441-4555; the jail is 620-221-5446. Posted office hours are 8 a.m. to 5 p.m. The county also has a general NextRequest portal, but the sheriff FAQ's specific mailed route should lead unless staff confirms the portal accepts jail-record requests.

Kansas Law on Cowley Releases
The Kansas Open Records Act, K.S.A. 45-215 through 45-223, governs many executive-branch public records. Under K.S.A. 45-218, the custodian must act on a request as soon as possible and by the end of the third business day. If access is not immediate, the agency must explain the delay and give the earliest available time and place. That is a response rule, not a promise that the requested record will arrive within three days.
K.S.A. 45-219 permits reasonable actual-cost fees, advance payment, and written requests. K.S.A. 45-221 provides exemptions. It also identifies specified correctional identity, photograph, sentence, custody, supervision, and location information as open in defined circumstances. Juvenile, sealed, expunged, medical, treatment, victim, security, and criminal-investigation material may be closed or redacted. A mixed record should be separated when the law permits open portions to be released.
Retention is not proven by the small set of PDFs visible online. The archive's display is not the sheriff's full records schedule. Older Cowley release events should be requested from the custodian. K.S.A. 21-6614 and 22-2410 create different expungement routes for convictions, diversions, and some arrest records. Search absence does not prove that expungement occurred, that no record existed, or that every independent system changed at once.
Find Cowley County Released Inmates
Begin with the agency that held the person. Cowley's online roster consists of dated current-custody snapshots, so it supplies a last-seen clue rather than an official release result. Strong confirmation comes from several sources that agree on identity, event, and destination.

- Search Kansas VINE or call 1-866-574-8463 for a county-jail custody event. Read whether the report says release, transfer, or bond-out.
- Call Cowley County Jail and ask whether the person remains in its custody and whether the exit was to the community or another agency.
- Request the executed booking and release record. Ask for the destination when the event was a transfer.
- Use the Cowley court case to locate the signed bond, disposition, sentencing, dismissal, probation, or revocation entry.
- Search KASPER when KDOC custody is plausible. Use BOP, a federal docket, or ICE when a federal or immigration transfer fits the facts.
Cowley Release Roster Limits
The official Sheriff / Inmate Rosters archive held five recent dated PDFs when reviewed on July 18, 2026. The county did not state a fixed update pace or retention term. It also did not publish a 24-hour or 72-hour release feed. Subtracting yesterday's names from today's list would overstate what these records prove.

Use any disappearance to narrow a request interval. Then confirm the event through VINE, the jail, the sheriff record, and the court. A person could also leave and return between snapshots or move into state, federal, immigration, or another county's custody.
KASPER Cowley Release Search
KASPER, the Kansas Adult Supervised Population Electronic Repository, covers people sentenced to the Secretary of Corrections since 1980 who are incarcerated, supervised after prison, or discharged. It is not a statewide county-jail roster. Most Cowley Jail detainees who never enter KDOC jurisdiction will not appear.
Accept the KASPER disclaimer, then prefer a KDOC number when known. Names and aliases can collide. Review the record as a whole rather than reading one label in isolation.

KASPER is updated on working days. Dates may change with good-time or program-credit gains and losses. “Parole” means release from prison with KDOC control still in place. “Discharged” is stronger proof that the state sentence obligation ended. Cowley Release Supervision Office
Cowley County Community Corrections serves the 19th Judicial District from 320 East 9th Avenue, Suite C, Winfield, KS 67156. The office provides adult intensive supervision and Drug Court services and can clarify local community-corrections context after a court disposition. Its telephone number is 620-221-3454.
This office is not the same as KDOC parole. Probation is imposed through a court case, while parole, conditional release, and postrelease supervision follow Kansas prison custody. KASPER cannot display Community Corrections probation events after April 21, 2021 during modernization, so the local office and court record are vital for current facts. A supervision record also does not prove the exact time Cowley Jail executed release.
The Community Based Services page identifies the local programs and contact route. A person already under supervision should follow direct reporting instructions; public search tools are not a substitute for contact with the assigned office.
Route Cowley Release Court Records
Cowley has district-court clerk locations in Winfield and Arkansas City. Cases ending in W or beginning CLW generally route to Winfield. Cases ending in A or beginning CLA generally route to Arkansas City. Exceptions and transfers occur, but the suffix is a useful first routing clue.
The Winfield clerk is at 311 East 9th Avenue and can be reached at 620-221-5470. The Arkansas City clerk is at 118 West Central and can be reached at 620-441-4520. Both locations hear criminal and traffic matters. Public terminals are free. The county posts a $12 requested-search fee and copies at $0.50 per page, subject to confirmation before ordering.
Search the statewide portal for the case, then obtain the signed journal entry when the legal outcome matters. A docket line may point to a result, while the signed order is stronger evidence. Even that order does not replace the jail's executed event. City-ordinance matters can belong to a municipal court, so the roster's court code and charging authority deserve close attention.
Two Cowley Release Systems
Cowley County contains two very different detention facilities. The Cowley County Jail is the sheriff's county custody hub at 911 Fuller Street in Winfield. The replacement jail opened in 2008 and was completed in 2009 with 220 beds, replacing a 38-capacity jail. A community exit is checked through VINE, jail confirmation, a sheriff record, and the court.
Winfield Correctional Facility is a KDOC state prison at 1806 Pinecrest Circle. Its location in Cowley does not turn its residents into county-jail inmates. A transfer to another prison remains state custody; parole, conditional release, postrelease supervision, and full sentence discharge must be distinguished through KASPER and KDOC records.
These systems should never be merged. “Released in Cowley County” can refer to a sheriff booking or a prison movement, but each has a different custodian and public search path.
Cowley Federal Release Checks
Kansas VINE covers Cowley County Jail custody changes and does not include KDOC prison residents. For a federal sentence, the Federal Bureau of Prisons locator can show a release date or that a person is no longer in BOP custody. That result does not rule out supervision or another agency's custody. U.S. Marshals Service pretrial detainees may not have a comparable public history record because BOP did not necessarily receive them.
ICE's Online Detainee Locator System focuses on current immigration detention. A no-result can reflect data lag, spelling, transfer, privacy limits, or release, so it is not a release certificate. The right system depends on custody type. County VINE, state KASPER, federal BOP, and ICE ODLS answer different questions and should not be treated as interchangeable.

Match booking number, case number, KDOC or federal identifier, middle name, and another lawful identifier before joining records. Cowley's PDF lacks birth dates and photos, which makes same-name mistakes more likely. Note the date and time of each search because public status can change.
